Since its inception in October, 2014, Strategic Care Solutions, LLC has been providing assistance to nursing facility providers in obtaining payment under Bulletin 94, the lawsuit brought by Janine Boudreau Healthcare Consulting (JBHC), Inc. The company has arranged for $12-million in reimbursement for over 200 providers since subcontracting with JBHC, and has been submitting 550 claims per week. As the first phase of submissions for Bulletin 94 claims comes to a close, Strategic Care will begin focusing on other services for nursing facility providers, assisted living, transitional care units and other senior care entities.
The effort involved in submitting the Bulletin 94 claims allowed SCS to cultivate relationships and gain understanding of the nursing facility provider community that is unparalleled; as a result the company will use that information to provide nursing facilities with practical ways to maximize revenues, and minimize receivables and expenses. Other financial services, such as financial management, regulatory guidance, strategic planning and consulting services, will also be offered.
W. Scott Plumb
W. Scott Plumb joined Strategic Care Solutions, LLC as a partner in 2014. He is currently working to collect payment from Mass Health for unpaid claims to nursing facilities for the period of 1992 – 2002 under a successful lawsuit under Janine Boudreau Healthcare Consulting Inc. Prior to joining SCS, Scott had worked in the post-acute and long term care for more than 40 years. He was at the Massachusetts Senior Care Association for 26 of those years. Mass. Senior Care Association represented more than 400 proprietary, not-for-profit and governmental skilled nursing facilities and assisted living residences caring for and employing more than 100,000 citizens of the Commonwealth.
While at Mass Senior Care Association, Mr. Plumb was the principal staff responsible for policy development in the areas of long term and post-acute care. He is an acknowledged expert on the financing of long term care and has authorized numerous articles in that area. Mr. Plumb has lectured and written extensively on a number of subjects including Medicare and Medicaid, long term care insurance, and strategic planning for post-acute and long term care providers.
Mr. Plumb holds a Bachelor’s Degree from Trinity College in Hartford Connecticut, a Master’s Degree in Social Work from Boston University, and a Master’s Degree in Business Administration from Northeastern University. He has also received numerous professional and academic awards including the Frank Manning Elder Advocacy Award from Minuteman Senior Services, the Anna V. Brown Award from the Massachusetts Association of Senior Centers and Councils on Aging, and the Northeastern University Graduate School of Business Administration award for finishing first in his MBA graduating class.
David A. Roush
David A. Roush has worked in health care as an attorney, regulator, consultant, operator-owner, investor, and public policy advisor.
In 1997 he co-founded a health care organization which comprised a full spectrum of the Radius Executive Solutions and Radius Health Care Companies. In 2012 he concluded the successful sale of Radius’ owned nursing facilities. As a consultant, Mr. Roush has specialized in strategic planning, regulatory affairs, network design, project management and facility work-outs. Recent work has included assisting hospitals, nursing homes, senior housing facilities and community based senior care providers look at service diversification and innovative service collaborations.
Prior to 1997 Mr. Roush worked as Principal in the ADS Group for eight years, serving as the Managing Partner of ADS Consulting. His work included directing nearly 100 turn-arounds for troubled nursing facility properties; consulting to more than 40 acute care hospitals concerning selected senior care projects. Mr. Roush authored a book titled “Integrated Senior Care: Assisted Living and Long Term Manual” for Thompson Publishing Group in 1996.
Before joining ADS, Mr. Roush worked as an attorney and health care regulator for the Massachusetts Department of Public Health. His work in government included directing the Patient Protection Office; helping launch Massachusetts’ Patient Abuse reporting and investigation unit; starting the State’s first Medicare Patient Program; and coordinating several hundred State regulatory enforcement cases involving quality of care and fraud and abuse to the Department of Health and Human Services.
Mr. Roush is a member of Angel Health Care Investors in Boston, a Board member of Vineyard Village at Home, and a member of the Advisory Board of the Democratic National Committee.
He is a graduate of Columbia College and Boston University School of Law.
Dolores Schermer joined Strategic Care Solutions as a Partner in 2014 after 15 years with Radius Executive Services and Radius Management Services, where she served as Senior Vice President of Operations and Chief Operating Officer. Radius Management Services owned and managed over 2000 beds in Massachusetts and Rhode Island and was recognized as a quality company providing both staff and residents with a healthcare delivery system fostering individual health and wellness.
Ms. Schermer has extensive experience in the field of elder care, and has spent more than 20 years in management. New venture integration, community outreach, business development, and program implementation are reflective of her skill set which contributed to the growth and success of RMS.
Prior to joining Radius Management Services, Ms. Schermer began her career in eldercare running the day to day operations for skilled nursing facilities for the ADS group. Before entering into her current field, Ms. Schermer was an educator and the Director of Instruction at the Horace Mann Elementary School in Riverdale, New York.
Ms. Schermer also founded Sophisticated Seniors.com, an on-line company which promoted home environment safety and marketed adaptive products for seniors. She has served on the Board of Directors of the Alzheimer’s Services of Cape Cod & the Islands, and on the Board of Directors for the Massachusetts Senior Care Association.
Ms. Schermer holds a BS in Anthropology from Hunter College and an MS in Educational Administration and Supervision from Manhattan College in New York. She attended the Continuing Care Administration Professional Studies Program at Northeastern University.
Alan J. Rosoff, CPA
Alan Rosoff joined Strategic Care Solutions, LLC as a partner in 2015 bringing with him 22 years of public and industry accounting and financial experience in the healthcare and non-profit sector. Prior to joining our team, Mr. Rosoff was Financial Services Manager for Radius Executive Solutions, a healthcare consulting company that offers results-driven management solutions for organizations throughout the eldercare continuum. As Financial Services Manager, Alan was responsible for the financial oversight of the Company’s healthcare and non-profit clients.
Prior to joining Radius Executive Solutions, Mr. Rosoff was the Corporate Controller for Athena Healthcare Systems – Massachusetts division, previously Radius Management Services, a Massachusetts-based provider of skilled nursing and assisted living services. As Corporate Controller, Alan’s responsibilities included cash management, financial statement and compliance reporting, budgeting, liaison with external auditors, and management of finance, accounting, and accounts payable systems for 13 companies, including 3 non-profits
Prior to joining Radius Management Services, Mr. Rosoff was a Senior Manager at Ernst & Young, LLC in its Healthcare Industry Group. As part of this industry group, Alan planned, executed and managed financial and compliance audits for both healthcare and non-profit clients.
Mr. Rosoff holds a BBA in Accounting from the Isenberg School of Management at the University of Massachusetts in Amherst, MA and is licensed as a Certified Public Accountant in Massachusetts.
