Strategic Care Solutions (SCS) is organized to combine the core services needed to assure comprehensive management of Skilled Nursing Facilities and Senior Housing Services. SCS’ clients can access selected services in accordance with their particular need. Some clients engage SCS to provide long term management services; Others engage us for short term, or interim contracts for episodic needs. SCS’ team has directed major turnarounds working with clients in financial and/or quality of care crisis.
David A. Roush
David A. Roush has worked in health care as an attorney, regulator, consultant, operator-owner, investor, and public policy advisor.
In 1997 he co-founded a health care organization which comprised a full spectrum of the Radius Executive Solutions and Radius Health Care Companies. In 2012 he concluded the successful sale of Radius’ owned nursing facilities. As a consultant, Mr. Roush has specialized in strategic planning, regulatory affairs, network design, project management and facility work-outs. Recent work has included assisting hospitals, nursing homes, senior housing facilities and community based senior care providers look at service diversification and innovative service collaborations.
Prior to 1997 Mr. Roush worked as Principal in the ADS Group for eight years, serving as the Managing Partner of ADS Consulting. His work included directing nearly 100 turn-arounds for troubled nursing facility properties; consulting to more than 40 acute care hospitals concerning selected senior care projects. Mr. Roush authored a book titled “Integrated Senior Care: Assisted Living and Long Term Manual” for Thompson Publishing Group in 1996.
Before joining ADS, Mr. Roush worked as an attorney and health care regulator for the Massachusetts Department of Public Health. His work in government included directing the Patient Protection Office; helping launch Massachusetts’ Patient Abuse reporting and investigation unit; starting the State’s first Medicare Patient Program; and coordinating several hundred State regulatory enforcement cases involving quality of care and fraud and abuse to the Department of Health and Human Services.
Mr. Roush is a member of Angel Health Care Investors in Boston, a Board member of Vineyard Village at Home, and a member of the Advisory Board of the Democratic National Committee.
He is a graduate of Columbia College and Boston University School of Law.
Dolores Schermer joined Strategic Care Solutions as a Partner in 2014 after 15 years with Radius Executive Services and Radius Management Services, where she served as Senior Vice President of Operations and Chief Operating Officer. Radius Management Services owned and managed over 2000 beds in Massachusetts and Rhode Island and was recognized as a quality company providing both staff and residents with a healthcare delivery system fostering individual health and wellness.
Ms. Schermer has extensive experience in the field of elder care, and has spent more than 20 years in management. New venture integration, community outreach, business development, and program implementation are reflective of her skill set which contributed to the growth and success of RMS.
Prior to joining Radius Management Services, Ms. Schermer began her career in eldercare running the day to day operations for skilled nursing facilities for the ADS group. Before entering into her current field, Ms. Schermer was an educator and the Director of Instruction at the Horace Mann Elementary School in Riverdale, New York.
Ms. Schermer also founded Sophisticated Seniors.com, an on-line company which promoted home environment safety and marketed adaptive products for seniors. She has served on the Board of Directors of the Alzheimer’s Services of Cape Cod & the Islands, and on the Board of Directors for the Massachusetts Senior Care Association.
Ms. Schermer holds a BS in Anthropology from Hunter College and an MS in Educational Administration and Supervision from Manhattan College in New York. She attended the Continuing Care Administration Professional Studies Program at Northeastern University.
Alan J. Rosoff, CPA
Alan Rosoff joined Strategic Care Solutions, LLC as a partner in 2015 bringing with him 22 years of public and industry accounting and financial experience in the healthcare and non-profit sector. Prior to joining our team, Mr. Rosoff was Financial Services Manager for Radius Executive Solutions, a healthcare consulting company that offers results-driven management solutions for organizations throughout the eldercare continuum. As Financial Services Manager, Alan was responsible for the financial oversight of the Company’s healthcare and non-profit clients.
Prior to joining Radius Executive Solutions, Mr. Rosoff was the Corporate Controller for Athena Healthcare Systems – Massachusetts division, previously Radius Management Services, a Massachusetts-based provider of skilled nursing and assisted living services. As Corporate Controller, Alan’s responsibilities included cash management, financial statement and compliance reporting, budgeting, liaison with external auditors, and management of finance, accounting, and accounts payable systems for 13 companies, including 3 non-profits
Prior to joining Radius Management Services, Mr. Rosoff was a Senior Manager at Ernst & Young, LLC in its Healthcare Industry Group. As part of this industry group, Alan planned, executed and managed financial and compliance audits for both healthcare and non-profit clients.
Mr. Rosoff holds a BBA in Accounting from the Isenberg School of Management at the University of Massachusetts in Amherst, MA and is licensed as a Certified Public Accountant in Massachusetts.
Richard Blinn joined Strategic Care Solutions as a partner in 2020 after 21 years with Genesis Healthcare Corporation, where he served as Executive Vice President/President of the Northeast Division. Genesis Healthcare is one of the nation’s largest post-acute care providers with nearly 400 skilled nursing centers and senior living communities in 26 states nationwide.
As Executive Vice President/President of the Northeast Division, Mr. Blinn oversaw daily operations of over 120 Genesis HealthCare Centers and service sites, community-based programs, and physician services throughout New England. Mr. Blinn also oversaw all business development and expansion of the Genesis HealthCare Network in the Northeast Division. Mr. Blinn has over 40-years of experience in the management and operations of eldercare services.
Mr. Blinn holds a Bachelor of Science from Westfield State College in Westfield Massachusetts and a Master’s in Human Service Administration from The University of Southern New Hampshire in Manchester, New Hampshire.
Mr. Blinn is a Massachusetts Senior Care Association, Past-Chairman; Past President of the Massachusetts Long Term Care Foundation;past Board Member of the Massachusetts Long Term Care Foundation;past member of its Executive Committee and Secretary of the Connecticut Association of Healthcare Facilities.
Jamie Belezarian joined Strategic Care Solutions in 2020 as the Director of Clinical Services. Ms. Belezarian has been in the long-term care industry for 23 years. She began her career as a certified nursing assistant in 1997 and then went on to become a Registered Nurse in 2001. Ms. Belezarian held many roles as a Registered Nurse including unit manager, infection control, QI, certified wound nurse, assistant director of nursing and director of nursing. She has been in long-term care senior management roles for the last 11 years.
Ms. Belezarian went on to earn her Master’s in Nursing and Healthcare Administration in 2016 from Kaplan University. She then obtained her Nursing Home Administrator License in 2016. She worked as a nursing home administrator for 2 years with Premier Healthcare where she then transitioned into the role of VP of Clinical Services over Premier’s 11 nursing homes. Ms. Belezarian became the Regional Director of Operations for Bear Mountain in 2019.
Ms. Belezarian takes clinical and operational approaches that increase revenue without impacting the overall quality of care across all departments. She specializes in turn-arounds, electronic medical record implementation, staffing retention and recruitment, union/labor relations, labor management, QI, wound management, infection control, plans of corrections, Informal Dispute Resolutions (IDR), utilization of skilled services.
Karen Koprowski joined Strategic Care Solutions in 2015 as a Senior Consultant. Ms. Koprowski is currently the Administrator managing the Emerson Hospital Transitional Care Unit, where she is a member of the hospital leadership team. She worked at Radius Management Services for 14 years as Vice President of Operations. In that role,Ms. Koprowski oversaw Radius owned or managed skilled nursing and assisted living facilities. For 15 years prior to joining Radius, Ms. Koprowski was a Senior Administrator for 3 skilled nursing facilities, an adult day care center, and a Congregate Housing program owned by the Diocese of Worcester and the St. Vincent Healthcare System.
In her consulting role,Ms. Koprowski works with Executive Directors in all aspects of facility management. Her expertise extends to compliance with CMS/state regulations through survey management, with a deficiency free surveys history and Joint Commission credentialing. She has educated facility staff on the impact of facility wide quality improvement initiatives, has conducted mock surveys, and has set in motion initiatives to reduce hospital re-admissions. Ms. Koprowski’s business development efforts have led to occupancy improvement through the development of community Advisory Boards and legislative advocacy.
A licensed nursing home administrator and a licensed certified social worker, Ms. Koprowski holds a bachelor’s degree from Wheaton College, a Master’s degree in Counseling Psychology from Anna Maria College, and a Master’s degree in Public Administration with a concentration in gerontology from Clark University. She is a member of the American College of Health Care Administrators and the National Association of Social Workers.
W. Scott Plumb
W. Scott Plumb joined Strategic Care Solutions, LLC as a partner in 2014. He is currently working to collect payment from Mass Health for unpaid claims to nursing facilities for the period of 1992 – 2002 under a successful lawsuit under Janine Boudreau Healthcare Consulting Inc. Prior to joining SCS, Scott had worked in the post-acute and long term care for more than 40 years. He was at the Massachusetts Senior Care Association for 26 of those years. Mass. Senior Care Association represented more than 400 proprietary, not-for-profit and governmental skilled nursing facilities and assisted living residences caring for and employing more than 100,000 citizens of the Commonwealth.
While at Mass Senior Care Association, Mr. Plumb was the principal staff responsible for policy development in the areas of long term and post-acute care. He is an acknowledged expert on the financing of long term care and has authorized numerous articles in that area. Mr. Plumb has lectured and written extensively on a number of subjects including Medicare and Medicaid, long term care insurance, and strategic planning for post-acute and long term care providers.
Mr. Plumb holds a Bachelor’s Degree from Trinity College in Hartford Connecticut, a Master’s Degree in Social Work from Boston University, and a Master’s Degree in Business Administration from Northeastern University. He has also received numerous professional and academic awards including the Frank Manning Elder Advocacy Award from Minuteman Senior Services, the Anna V. Brown Award from the Massachusetts Association of Senior Centers and Councils on Aging, and the Northeastern University Graduate School of Business Administration award for finishing first in his MBA graduating class.
Maggie Morais joined Strategic Care Solutions as Accounts Receivable Specialist in 2020 after working as a contract consultant since 2018. After graduating Southeastern Massachusetts University with a B.S. in Accounting, Ms. Morais started her career working for the Diocese of Fall River in their business office. In the subsequent 30 years, she honed her skills and repertoire working for companies that had multiple sites in both Massachusetts and Rhode Island.
Ms. Morais has held a number of positions in this field from Accounts Receivable Coordinator to Regional Business Office Manager and Accounts Receivable Manager, reconciling and completing monthly reports for six facilities. Along her journey to SCS, she held the role of Director of Accounts Receivable, reporting directly to the CFO. In this role, she supervised two Regional Accounts Receivable Managers and provided support and training for the managers in 9 Skilled Nursing Facilities and 2 Assisted Living Communities.
When SCS clients expressed a concern related to their business office operations and its impact on accounts receivable,Ms. Morais’ background, experience and expertise were utilized resulting is numerous successful outcomes.
